The Bureau of Land Managements is seeking comments on a proposed plan for the wild horses in the North Lander Complex, which is 4 wild horse herds: Conant Creek, Dishpan Butte, Muskrat Basin and Rock Creek Mountain Herd Management Areas. These 4 herds are on 380,000 acres of our public land, and the BLM only allows 320-536 wild horses on the whole area. They want to remove at least 588 of the 1124 wild horses they counted in those 4 herds in 2017, possibly at least 100 more if they remove the foals without counting them.
Not only does the BLM propose doing a dangerous helicopter roundup to remove “excess” horses, they have decided to conduct deadly and inhumane experiments on the horses in these four herds. They want to create sterilized and/or “limited-reproducing” herds, and the methods are cruel and dangerous. They want to explore using GonaCon, a birth control drug which has been largely untested as far as long term safety and efficacy with wild horses and also gelding the stallions, spaying the mares (which is horribly dangerous on wild horses), and/or segregating the horses into same sex herds. If the horses are segregated into same sex herds, they will not have the same behaviors or interactions as those living in families in the wild. The field spaying of mares will produce infections, suffering and death. Spaying and gelding will destroy the wild nature and behaviors of these wild horses, damaging forever their social structure. Sterilization is permanent, and will lead to the herds no longer being genetically viable, and finally result in no more wild horses in these four Herd Management Areas.
In 2016 Don Moore, a veterinarian in Colorado commented on the plans for sterilizing wild mares in a holding corral ovariectomy via colpotomy:
“This type of trial and error butchery is a violation of the least feasible management clause of the Wild Free Roaming Horses and Burros Act. Mass experimental surgeries performed under these conditions outlined in the proposal, amounts to negligence and abuse. I believe experiments such as this proposal are unethical, inhumane and unwarranted. Any veterinarian(s) who would perform these experiments is in violation of the oath taken as a graduating veterinarian, “above all else, do no harm”. If a veterinarian in private practice performed these procedures in the manner described in this document they would most certainly be reported to and disciplined by the regulatory board of that state. Discipline would likely mean suspension of that veterinarian’s license to practice in that state.”

What kind of person proposes torturing wild horses this way? Someone clearly lacking compassion, kindness, common sense or any caring for living breathing creatures who are supposed to be protected in their care. This plan is aimed at destroying these four herds forever, and I fear that this will be the future blueprint for the BLM’s management of our wild horses. This must be stopped.
In 2016 we stopped the BLM from doing dangerous spaying of wild mares with public outcry and lawsuits. Now the BLM is back at it again.
The other issue is any horses removed right now will possibly be subject to being killed or sent to slaughterhouses while Congress debates whether or not to lift the ban on killing healthy wild horses in holding facilities, those wild horses that have been rounded up and removed from their rightful homes.
First of all, take a look the numbers of wild horses counted using the BLM’s notoriously inaccurate double-count statistical method:

Look at these numbers. The BLM claims the herds increase by 20% per year, yet the BLM’s own numbers do not match that. Rock Creek Mountain’s population has remained virtually unchanged in the last 3 years, and look at the population doubling in Muscrat Basin between 2016 and 2017 – absolutely impossible unless the stallions are foaling! Dishpan Butte has a 45% increase between 2016 and 2017 and Conant Creek has a 31% increase between 2016 and 2017. The BLM has no idea how many horses are in these areas. They need an independent agency who will do an actual count of the horses before any change in population is considered.

How can you use sterilization methods used on domestic horses for wild horses effectively? what is the thinking behind this ignorance?
What I want to know is what happened to these horses for 100’s of years before this? Why is nature not taking care of this as it always did? Is it the lack of land due to over population of humans?? This is a travesty for these poor animals. I don’t know how many times the American people have to show that we don’t want these symbols of the past and of American freedom harmed in any way! They need to left to the range with supplemental watering holes, hay in the winter, and salt blocks put out. They should be cared for not harassed, rounded up to live in horrible pens, or sent to slaughter. The horrible treatment is OUTRAGEOUS!!!
Our nations wild horses need to stay on the range. With a responsible PZP plan births can be kept at a manageable number. Just because ranchers want to be greedy these icons should not have to pay the price. Let them live and die on the home lands they know.

We, the American People want these Wild Horses to enjoy the WFHBA Act and the protections applied to the law ie: access to water and forage and land use that’s being given to others ie: cattle, sheep, pipelines , land grabs. Oh my God. Leave these horses where they are. Secretary Zinke and Christopher Stewart are out of touch. These are MY public lands and to take MY wild horses and mutilate them is not an option. I have relatives in Riverton and they are not seeing any wild horses anymore. STOP please.
Lori, I would advise everyone to start calling Zinke’s office to demand to know if he knows what the BLM is planning to do to these horses , let him know that no one wants this barbaric treatment done to these horses an he must stop it before it starts. I have read about methods for proposed surgical sterilization of mares. It reads as one of the most barbaric, cruel, inhuman, almost sadistic methods of sterilization. There is the Wild Horse Annie Law of 1971 banning cruelties to wild horses, protecting them. It seems that what the BLM wishes to do is to continue giving priorities to the huge cattle businesses where they can graze their cows for pennies wanting the horses gone. Wild horses are part of the natural order of things. Other options are available. How about climate change and our forest fires such as raged in Oregon. Wild horses can be brought to areas where they eat down the grasses and prevent forest fires. Wealthy land owners can build viewing towers and even charge a dollar for humans to learn and observe the magnificence of the wild ones. Man kind seems intent on destroying all that is natural to include our forests, habitats for our precious wildlife. Human over population must become a priority for discussion, and not getting rid of our wonderful horses and other wildlife. Its all wrong. Think, become of aware of what is really needed. We need a finer humanity not more cruelty. Stop the wars, stop the wars against our wildlife. Develop courses in High Schools where teen girls can learn to train the wild horses for adoptions. Thats what is needed, not more insensitivity , cruelty, and shameless barbarism. Shame on humans
I am totally opposed to these horrific efforts to cull these wild horses. They are gorgeous icons of the Americsn West. It is abhorrent to torment and then sell them off to Mexican slaughterhouses . Leave them alone! No sterilization. Get rid of those greedy cattle ranchers instead.

I’m really getting tired of what our govt is doing to our rangeland and our wild horses. I’ve grown up in the state of Nevada. Like Wyoming we do not have a huge population of people. The horses always roamed in remote desert areas but they’ve been systematically eradicated for years. Now they want to do torturous experiments on the horses like drugs and spaying mares? I know a girl that was foolish enough to ask our vets to spay her mare because she was fed up with all the marish behavior but they told her NO they wouldn’t do it. It’s not a safe procedure on horses and to do it to a wild horse with no aftercare? Horrendous. It would not only require monitoring for no infection but when ovaries are gone the ability to produce hormones to regulate the body is gone. This causes cancer and a host of other problems as well. I’m disgusted by this whole situation and it needs to STOP!

A few hundred horses are NOT the problem. Hundreds of thousands of cattle and sheep are. Do your research look at the facts about how having the horses and burros helps REDUCE the spread of CWD. This is about more than the amount of money being made off OUR PUBLIC lands that we the public did not authorize. I sent this email to Wyoming BLM and to the Lander complex BLM office regarding the proposed roundups in Lander complex.
To all involved in planning this roundup,
I am absolutely opposed to the planned roundups in all 4 areas of the Lander complex. This plan is based on supposed population sizes in each area. The increases from year to year on the BLM website is absolutely impossible, unless every mare and every stallion is foaling every year!
The American people value our national treasures and we know that the BLM has an agenda which doesn’t preserve them. We have boots on the ground and are aware of the situation.
The priorities of the BLM are cattle, sheep, mining and oil leases. The intent is to zero out the horses for those who are embedded within the interior department and the BLM itself. This attack on the wild horses and burros in this country make that fact glaringly apparent. Those impossible population numbers are proof of that.
I won’t sugarcoat my dismay in what I’ve witnessed for many years. The blatant abuse of power within the BLM and the obvious lies used to justify roundups and plans to sterilize these icons. I’m furious that the wishes of the public is being ignored while a handful of cattlemen’s association members and oil industry reps run the agency!
We the people are sick of the corruption and want an independent census review of the true population of wild horses and burros! We want the proposed roundups in Lander complex stopped. It’s unnecessary! Take the cattle and sheep off, if there is not enough forage or water. Least of all, tell the truth! The American people demand it.

Just remember wild horses have been running on our public lands long before our time. When you upset the natural balance of things it’s not pretty in the end. Balance out the herds by removing some of them to where they have enough food and space. BLM facilities make a better opportunity for people to be able to adopt out horses.
Leave the horses alone. Do not use helicopters on them. Do not sterilize or alter their reproductive organs. There is no need or justification to torture, kill or remove the horses. Leave them alone.
Boycott the states that are targeting mustangs this way, and refuse to spend a cent of tourism money in any of them! Let their governors know that you refuse to visit as long as they cater to special interests at the expense of wild horses. Ask them to focus on developing ways the public can go see wild mustangs.
Rita Velten Neubauer Obviously all the rhetoric in congress regarding the wild horses in our western states doesn’t carry any value to the physical protection and preservation of the herds of these treasures of our country. We criticize other countries for inhuman treatment and extermination of their wildlife as well as their own people, but we do not practice what we preach. Every year we are told that our protests, phone calls, petitions, and reports we get from organizations seeking to protect or wild animals have worked, yet the BLM gets to continue doing its damage, no matter what is legislated. Stop funding the BLM and rescue these animals before they become extinct. Once they are gone, there will be no coming back. Stop fostering a huge imbalance in the natural order of things, and stop destroying habitats that support multiple species of wildlife that do not require funding to survive. Stop wasting our tax dollars on destruction of what has always been free and use that money to help those in need of food, shelter and medical care, namely children, disabled and elderly poor, who do not have the ability to earn income to support themselves. May God bless America because we need all the help we can get. Our government has failed us again.

I guess The Bureau of Land Management (BLM) is an agency within the United States Department of the Interior that administers more than 247.3 million acres and has found a way to make a profit from our wild horse natural resource. The bottom line is always the mighty dollar when these programs. I don’t know how messing with our wild horses will make a profit, though I’m sure there is a plan. I also question the statistics on the number of horses. How many were counted twice, three times, or more to jack up the numbers. Our capitalist government is not our friend.
Why is it so necessary on our people’s federal land, bought over and over again by ‘we the people’s’ taxes, parceled out to cows and sheep for export, not to feed our country, why must you attack our symbols of American freedom, THE AMERICAN MUSTANGS?? Please leave them alone in their natural habitat, their ranges. The people will take care of them! Over 80% of Americans want them left alone.

BLM lands are public lands where native animals, such as our wild horse herds, should be protected. These lands should not be leased to large landowners/corporations for cattle production. These are public lands for preservation. The wild horse herds should be left to roam these lands. Sterilization, if necessary, should only be done in clean appropriate environments. Money needs to stop being the driving motivation within these government agencies that claim to be protecting our natural resources!

why all of sudden is it so important to get rid of all the wild horses . have you read the artical where a judge has ordered welfare cattlemen off b.l.m. land because of the damage the cattle has done by over grazing . castrate the stallions . this will slow down and control the population problems. the wild horses is protected by law .why are you people trying to destroy and undermine the ruling of protection because of their heritage and rights . how would you feel your home taken away from you . your family and security gone. they belong to the land and we should protect the history and heritage of these animal’s. . the greedy cattleman needs to sale there cattle if they have to many to graze on their own lands . these horses have been here longer than our government has been in operation. and deserve to be free just like we deserve to be free. why do people think they have to control everything . nature takes care of its own . has since the begining of time why cant y”all leave it alone and let nature take its natural course . come on people we are not god . these are his creatures and he will take care of the way of nature. quit being polititions and work together . quit being greedy and use common sence . lord knpws there isn’t much of that anymore . god help us all and protect the wild nature world .

Inhumane and cruel…Vets never recommend this on healthy equine..the consequences and the odds are not in the animals favor
I and 80% of Amercans are absolutely opposed BLM’s dangerous sterilization experiments being used on our wild horses, no spaying of wild mares or gelding of wild stallions should be considered. You are opposed to same sex and minimally reproducing herds. You are opposed to using untested GonaCon, and the use of PZP birth control should be used to control the population but only if the herd size consists of 150 adults which is the minimum number needed to maintain genetic viability. Instead of reducing the numbers of horses on these 4 Herd Management Areas, change the Appropriate Management Levels to allow higher numbers of wild horses, and reduce the grazing leases on these lands, where wild horses should be managed as the principle species. You also are opposed to using this plan as the template for future management of our wild horses on public lands.

Whether you listen to any of these comments or not is debatable. I truly hope you do listen. You know for a fact that you currently have WAAAAYYYY too many horses in your holding facilities. You also know that these horses will cost taxpayers a fortune from the helicopter to the pilot, to the truckers to the hauling, to the feed, vets and workers at the holding facilities, and all for no good reason. You SAY that there is an overpopulation – we say, do your homework and prove it (in fact, use an independent study by some agency the people choose or are you afraid of the results?). You also like to say that these wild horses are destroying the environment when you know good and well that horses replenish their own environment (unlike cows). These horses cost taxpayers nothing in the wild. You’re not fooling anyone. We know that your pockets are lined with money from cattle ranchers who will replace the horses with cows and those cows will destroy all of their surrounding environment. Some day your agency will no longer exist. Your idea of “management” is ridiculous and you have been extorting money from American taxpayers while “managing” wild horses until they become extinct for far too long. Just stop rounding them up, seriously. You have no justification for doing it and it’s blatantly obvious.

Mankind should NOT tinker with wild animals. We have wiped out enough species to know this. If you absolutely must cut back numbers – find homes and trainers for a small portion of the herds. Other places do this and raise far less and outcry. Our destruction of our planet must stop. Our trying to fix ‘wild’ figures of animals has never worked. How many species must we cull and wipe out before our planet goes over the tipping point? We have put honey bees into this category in only a few short years. Wild horses should not be damaged and controlled this way. I am beginning to think too many humans think they are God. This has to stop. Human terrorism against wild species is not the best way to keep our planet healthy and alive. Stop this.

Horrid practice, needs to end. Conducting inhumane experiments on horses is in acceptable and inexcusable. Leave them alone! Public lands, America’s horses deserve to live their lives. No private grazing on public lands. That is the reason all this is being done.

This is wrong on so many levels. Let Americans vote on this. Nobody wants this cruelty especially not with our tax dollars.
With the amount of acreage and the amount of horses in the 4 herds, it seems very unnecessary to remove any of our wild horses. The sterilization you want to proceed with is untested and unsafe. There are proven and safe birth control that makes more sense. Gelding the stallions and the process you want to perform on the mares will end all wild horses. Many Americans DO NOT WANT TO LOSE OUR HORSES. It is more costly to do what you are planning to do than the birth control methods available. We don’t want them removed or sterizated. Hiring someone to help with darting the horses with birth control will be way less costly than any other means thought of by the BLM. This has also not been approved by our representatives or the senate. You can not round them up and ready them for these inhumane procedures just to have to release them. You are wasting Americans hard earned money. Our country don’t need wasteful organizations that do more harm than good. Leave the wild horses and burros alone.
These horses are a great symbol of freedom in the USA. Stop treating them so badly. They deserve respect and land.
These horses have lived in these areas for generations and i’m not talking about one or two i’m talking about 200 to 250 years if not more. they are a symbol of freedom, stubborness, and the ability to thrive in your surroundings. think about it this way what would happen if someone came and removed half of your citys population of those half another half died while being inhumanly captured or taken, and the of the half half of those were injured and the remaining that weren’t hurt were stuffed into cramped over populated holding areas with limited food and water not knowing where they were going what was gonna happen and if their families would be kept together and then people come and take still others and make some people unable to reproduce through medieval processes. All for what land thats for the public to use you don’t try and round up deer, beaver, snakes, and bear do you no you don’t they are free to roam where they will so make it the same for these beautiful wild majestic horses.
