My first visit to the White Mountain Herd Management Area in Wyoming was in November of 2006. This herd is touted as a tourist attraction by the State of Wyoming, with its “loop tour” that is easily accessible to visitors to the town of Rock Springs. You might imagine that being a tourist attraction would save this herd from molestation, given that tourism is Wyoming’s 3rd largest source of income. At the time of my visit, plans were already in the works to roundup and remove most of the horses in 2007. I had no trouble finding horses, even though the Herd Management Area itself is almost 400,00o acres. There were horses in the southern and in the northern parts of the area, and the family bands were large – this is a hallmark of a herd that has not been rounded up for a few years. The dominant stallions tend to accumulate large families, and watching the interactions of the mares and youngsters and stallions in these large families is amazing. I found healthy, beautiful families of wild horses, and my favorite encounter of this trip was with a very proud and beautiful bay roan stallion with a large family. He stopped and looked at me, making sure to be between me and his family, and I was captivated by him.

I visit this herd about once a year, but I never saw him again after the roundup. Imagining that proud and beautiful stallion in a holding facility still makes my heart hurt. They removed 654 of the 817 wild horses in White Mountain, and the mares returned to the area were given PZP, a one year birth control drug. There was no follow up with the birth control for the mares. It was too much trouble for the BLM to go into the field and keep darting the mares each year in order to keep the population in check. It was much easier to just round them up again in 3-4 years and remove most of the horses.

In 2011 the herd was again rounded up, and this time they removed 696 wild horses, leaving 209 wild horses, with the sex ratio of stallions to mares skewed, releaseing 98 stallions and 51 mares. In the wild, the ratio of stallions to mares ends up being about 50-50. One of the BLM’s unproven brilliant ideas is that the population will grow less if there are less mares than stallions. In my experience, all it does is create more turmoil, as the stallions spend more time battling other stallions and defending or winning the much fewer number of mares. The mares were also given PZP-22, a two year birth control drug. Again, despite this being a small herd and easy to find and approach, the BLM did not follow up and administer birth control every one or two years to keep the population in check.

Now it is 2015, and the BLM is intent on following the 2013 Consent Decree: http://www.blm.gov/style/medialib/blm/wy/programs/wildhorses.Par.47621.File.dat/2013Consent.pdf and appeasing the Rock Springs Grazing Association, because a majority of the land in the Herd Management Area is a checkerboard of public and private land, and the Grazing Association, who has the majority of private land and leases on public land in the area want all the horses gone, and/or sterilized.
The BLM did a flyover count of the White Mountain Herd in April 2015 and the “statistician Contractor working under the direction of USGS” came up with 268 adult wild horses in White Mountain. Notice that that is an increase of only 59 horses since 2011. The PZP-22, even though it was not reapplied, did work. But BLM says that the population will explode if the horses are not rounded up, and removed down to low AML – they say that there will be 386 wild horses in White Mountain by July 2016. This seems like a ridiculous assumption to me, but it justifies doing the roundup.

The plan is this: in July 2015 roundup and remove wild horses in White Mountain to get the population down down to 205. Little Colorado, the adjoining Herd Management Area will be gathered down to high AML, 100 wild horses, and serve as the control group.
1. Once the horses are rounded up, they will put Radio collars on “a portion” of the mares and radio tail tracker tags on “a portion” of the stallions that are released. USGS is conducting this research study and their goals are “to examine their behavior and band fidelity, demography (birth and survival rates), and spatial ecology both pre- and post-treatment.” There is a big problem with studying band fidelity – when they round up the horses they immediately separate them by sex and the horses do not get back together into their families, families that may have been together since 2011. It is possible to keep the horses rounded up in their families – I have seen it done in only one place, the Pryor Mountains of Montana in 2009. The Catoors brought in each family band separately and kept them in separate pens. They can do it, but it is just too much trouble for them. So do bait trapping instead. This is a small herd with known water sources – it can be done, and it would be less stressful for the horses. Why subject them to the trauma and fear of a helicopter roundup if it is not necessary? It does take longer, yes that is true. But it is much easier to keep the families together.

2. Radio Collars? Can’t the horses get hung up on brush and fencing and get injured or die? Better yet, how about NOT using tracking devices on these wild horses and actually getting out into the field to observe and study them? This is how they can collect useful data. The herd is pretty colorful, and the individual horses are for the most part easy to identify. Photographer Rachel Reeves from Colorado has been observing and visually tracking and photographing the horses since 2010. The horses can be easily approached close enough to identify them. They would need a couple of interns to do the observation. They do not need radio collars.

3. Now we are getting to the absolute worst part of this plan. After tracking the horses at White Mountain for 1 year, they plan to round them up again and this time spay “a portion” of the mares.
Spaying domestic horses in sterile, hospital conditions is one thing, and it is not a common practice. But most large animal veterinarians agree that the surgical environment needs to be completely sterile and recovery time isat least a month – this is NOT a suitable procedure to do in the field, on wild mares. The risk of infection and death is far too high. Some of the mares may die from shock. I do not care if they plan to submit their plans to the Colorado State University Institutional Animal Care and Use Committee (which by the way mainly reviews laboratory procedures) prior to the spaying, it is too dangerous, inhumane, cruel, and certain to result in the senseless death of many wild mares. There is only one example of spaying wild mares in the field. This was at the Sheldon National Wildlife Refuge in Nevada, where 10% of the mares (30) died. And some of the mares were released into the wild and not tracked to see if they died, so the death rate was probably much higher than 10%. I say one death of our wild horses is too many.
Why would the BLM use unproven, dangerous and cruel methods of sterilization instead of using safe, relatively unintrusive, proven methods of birth control to control the population of the wild horses in White Mountain?

The BLM is planning 5 more studies of spaying wild mares with USGS. They are planning even more studies using other methods of sterilization on other herds, including chemical sterilization and gelding. This needs to stop. This is BLM’s end game for our wild horses – sterilizing the herds, and ending up with no more wild horses.
This needs to stop, now, if we are to have a future with our wild horses on our public lands.

Recent population surveys suggest that there are approximately 268 adult wild horses in the White Mountain HMA and approximately 330 adult wild horses in the Little Colorado HMA.
The White Mountain HMA encompasses 392,649 acres.
The Little Colorado HMA encompasses 519,541 acres of BLM administered public lands.
There are only 598 wild horses on 1,022,952 acres of HMA public land……
Experimenting on our wild horses and burros is abuse. There is no overpopulation in these herd areas.
Section 3 b. of THE WILD FREE-ROAMING HORSES AND BURROS ACT OF 1971
(PUBLIC LAW 92-195) states….”The Secretary shall maintain a current inventory of wild free-roaming horses and burros on given areas of the public lands. The purpose of such inventory shall be to: make determinations as to whether and where an overpopulation exists and whether action should be taken to remove excess animals;”
……There is no legal justification for rounding up, removing and experimenting on these particular wild horses…There is no overpopulation.
….Please do write letters to BLM, and include letters to every BLM Wild Horse and Burro Advisory Board member…..The 1971 Wild Horse and Burro Act states specifically that the nine member advisory board is to protect and manage the wild herds.

The thought of these beautiful creatures living any way other than wild and free is heartbreaking. There is SO much bare land all over the west! There is absolutely no need to round up or cull these herds or spay the females! Taking these exquisite animals from their homelands due to the BLM’s mismanagement is unconscionable!
I agree with you. These beautiful, majestic animals have been here since who knows when. Native Americans had horses, even before Columbus came. History books teach false information. So if we use the BLM’s formula for calculating populations, the entire country should be populated with wild horses by now, and there are none near me anywhere in Tennessee that I know of.
This entire story reeks of corporate greed for the land these horses call home.
Stop the scientific study. If you want to study them, get out in the field with them and simply observe, but do not interfere. Sterilizing wild horses? That is such a horrible idea and could only come from someone who knows nothing and cares nothing about them.
Leave them alone. They have survived for hundreds of years. Natural selection has curbed overpopulation. They need no help from humans. We need only to enjoy their existence.

You are so right Natalie Oag, I’m sure before he is out of office that will be his last EXECUTIVE ORDER which is a binding contract that not even Congress can contest. If you didn’t know it’s 234 between the years of 2009-2016 sense he has been in office and bypassed his council knowing would not approve his orders.
BLM needs to get a handle on exactly what their job is. I understand management however extinction of a herd is not management it’s destruction. I’m so sick of seeing the BLM doing things like this. Maybe if the BLM was not leasing land for pennies then there would be room for the horses. I think 8t would be a great idea for a group to lease the land at the prices ranches do and leave the horses alone. Just my 2 cents.

The horses belong to the land, and the land belongs to the horses. They were there first and should not be treated like objects or be exploited. Observe and only take action if it is truly benefiting the horses. The focus should be on protecting and nurturing a healthy population of horses as well as protecting the land they use. Wildlife and nature need to be respected, cherished and honored. Ecosystems need to be respectfully observed and scientific research should be taking place to ensure its vitality.
If the nine member advisory board is to protect and manage the wild herds then it is their duty to go through the proper steps needed before the right action presents itself. There needs to be a healthy balance between mares and stallions or you are creating a harsh environment for them.

This will destroy their dynamic. How will the family bands be created if they don’t breed? The BLM needs to be taken out of the business of managing the heards and a new group must be created. Making up of people who actually care about these beautiful creatures and also who care about the environment.

We do not have another earth or planet with life that we know of. To imagine that it’s ok to take a wild horse that God gave us for our nature and planet to thrive and take away another species on this planet is unacceptable. Somehow human beings have lost their understanding of what this life here on earth means and the ability to understand that by breaking the laws of nature we also not only wipe out the wild horses but eventually the human race as well. The population of these horses is at risk more than in need of management. The agency has long been due for an overhauling. Since 1971 laws have blatantly been broken and lies spewed to the taxpayers have continued regarding population control, population numbers, herd management, sterilization, viability of the horses and the open/free range ongoing fight from greedy ranchers. No one has it as bad as these horses have it for decades. Enough already!
Please, leave these magnificent animals in peace. One of the greatest things about nature is that it is wild and free. We love having wild horses and coyotes and owls and cougars, that is what the natural world is SUPPOSED to be like. We are “managing” ourselves off this planet and destroying the bounty we were/are blessed to enjoy.

The BLM and the Department of the Interior are try to eradicate all of the wild horse herds in the United States of America, and they seem to have not got the message that the American people overwhelmingly do not want that.
Instead I’d spay or neuter wild horses or remove them from their home BLM why don’t y’all have ranchers remove their livestock since its them whom is on wild horses and burros homeland. They have a right to remain free and live out their life. They are part of American heritage.

Those with BLM are supposed to be (good stewards), guardians, to protect our wild horses, not destroy them or allow anyone else to destroy them.
Why, do they listen to the ranchers when it is so clear the land belongs to we the people. Most of us are Not ranchers but people who find great value in our wildlife, including the wild horses that stand for so many things.
Wild horses are NOT feral. The paleontological record shows the cradle of equine evolution occurred in North America, more than 60 million years ago. Mitochondrial DNA analysis of fossil remains indicate that E. caballus, the “modern” horse, is genetically identical to E. lambei, the most recent equine species to evolve in North America more than 1.7 million years ago. Hence, it could be argued that the Spanish “reintroduced” a native species, one which evolved on this continent and which has adapted and flourished both biologically and ecologically.
Please help convince the BLM to stand up be the good stewards they are supposed to be, do the job we the people are paying them to do. We outnumber the ranchers, it is our land, the land that our native species are to be allowed to live on wild and free, not to be tampered with.

The Real Problem is poorly managed domestic (primarily cattle and sheep) livestock.” cattle tend to congregate and settle in riparian areas, wild horses and burrows tend to be highly mobile and therefore keep nature in check as opposed to destroying it like the domestic livestock. It is an injustice to us all.

The BLM needs to be abolished, we have no need for this program to be in existence. The horses do not need our interference they are doing well with out humans. The ranchers who want to graze the land, tough, this is PUBLIC land and unless you are paying grazing fees to every American citizen, then you have no rights to graze the land. If you do not have the land to graze your animals, get rid of your animals, not our wild horses.

It is most unfortunate that my first thought is in 2011 the BLM intentionally skewed the ratio of stallions to mares in hopes that several would be killed off ‘NATURALLY’.
Also the birth control program is not kept up on a routine schedule so the heard would increase with the need for the BLM to roundup and then of course auction off, a nice money maker.
I should put my negative thoughts to rest and be assured that the BLM is a Government agency and they would never perform in a corrupt manner and I’m sure they have the horses best interest at heart.

I do not trust the BLM, because of things they have done in the past. I think they cater to ranchers that want all the horses gone so that they will have more grazing land. They round up horses for slaughter. Why not leave these beautiful creatures where they have been for ages. Shame on you.

I agree with many that someday the horses will be gone. Thanks(CB)above for the info. on how many acres are truly involved and the herd size. It sure seems odd that the herds need to be culled. Are people getting paid off to make this happen?? Is it greed?? Is it just one industry taking control?? Hope it has nothing to do what is going on in the current news about BLM lands. If so – yikes this country is in trouble.
I oppose the hunting or removal, either lethal or non-lethal, from their habitat. I encourage exploration of humane solutions to address public safety concerns. These include construction/repair/maintenance of fencing along highways as needed; construction of wildlife overpasses or underpasses; restoration and repair of water sources to allow full utilization of their habitat and keep them within habitat boundaries; and public education as needed. Further, a PZP birth control program NOT SURGERY should be implemented to stabilize population numbers and reduce them over time.

Today they are rounding up MORE horses in ely NV! we say NO we demand an end to this and BLM ignores us everytime. There are NO overpopulated horses! There are almost none left! We say enough and they just do what they want! They are shot in the head hooves run off babies killed while they LAUGH! This is pure evil and we want JUSTICE NOW! No spaying nuetering of these range restoring fire preventing animals. This is disgusting. Whole Foods? I say Whole Fools. The corruption and blatant criminalism in our country is appalling. Who is going to change this? Obviously no one we have elected to take care of us, our country and everything that does and has existed to make us the greatest and most admired country in the world. We are now a disgusting, uncaring wasteland. There is no greatness in destroying our future. Our government and millions of our fellow Americans praise the evil and abolish the good.

Leave our wild horses on public lands. No more round ups. The horses that hqve been rounded up need shelter, food, and water. The taxpayers want our wild horses left alone. Do not use chemicals to sterilize the mares. This is such cruel injustice.
